The Fallbrook Union High School District of San Diego County (FUHSD) will receive electronic bids from contractors holding a type “B” license, on the following: Re-Bid #2324-01.R1 - DSA #04-121948 & 04-122183 – Agriculture Department Upgrade Project at Fallbrook High School. The Re-Bid includes (1) Bid Alternate as per PCC 20103.8 (c).  This scope of work is estimated to be between $2,000,000.00  - $2,250,000.00 and includes the removal of three existing relocatable classroom buildings, demolition of associated site areas designated for new improvements, new construction of a single-story 30’ x 40’ classroom building, a new greenhouse, a new accessible 12’ x 40’ relocatable restroom building, and site improvements to include grading, new underground utilities, and new concrete flatwork / walkways, and other associated improvements per bidding documents. The Fallbrook Union High School District of San Diego County (FUHSD) will receive electronic bids from contractors holding a type “B” license, on the following: Bid #2324-04 – DSA #04-122014HVAC Replacement Project at Fallbrook High School. The Bid includes (2) Bid Alternates as per PCC 20103.8 (c).  This scope of work is estimated to be between $2,300,000.00 - $2,800,000.00 and includes but is not limited to selective asbestos abatement, selective demolition, and re-construction necessary for the modernization of the HVAC Systems, roofing systems, and interior upgrades at the Cafeteria Building, Performing Arts Building, and Media Center Building as required per bidding documents and including associated architectural, structural, mechanical, plumbing, and electrical work as indicated in the Drawings and Specifications. Generally, these categories of work involve new finishes, adaptive re-use and modification of certain selected areas, handicap accessibility retrofits, re-roofing, building weatherization, and updating of HVAC systems to existing school buildings, and other associated improvements per bidding documents. California Assembly Bill (AB) 1565 went into effect on January 1, 2014. AB 1656 requires ALL general contractors and M/E/P subcontractors be prequalified, if the project is valued at $1 million or more and funded whole or in part with State Facility Bond funds, per... 

Public Contract Code 20111.5 enables districts to require prime contractors to be prequalified prior to accepting bids.

Public Contract Code 20111.6 requires the District to do so for certain projects. This applies to prime contractors and M/E/P subcontractors with the following licenses: 

  • General Contractors (A and B), Mechanical, Electrical, and Plumbing subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)
  • The District must receive complete applications at least ten (10) business days prior to the scheduled bid opening on any advertised project in order for the candidate to qualify for a project in excess of $1 million and partially funded by the State. Pre-qualification approval will remain valid for one (1) calendar year from the date of notice of qualification except as noted in the pre-qualification documents.

CUPCCAA (Informal Bidding) 

(a) Public projects of sixty thousand dollars ($60,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. (b) Public projects of two hundred thousand dollars ($200,000) If all bids received are in excess of two hundred thousand dollars ($200,000), (c) the governing body of the public agency may, by adoption of a resolution by a four-fifths vote, award the contract, at two hundred twelve thousand five hundred dollars ($212,500) or less, to the lowest responsible bidder, if it determines the cost estimate of the public agency was reasonable.

The Fallbrook Union High School District of San Diego County (FUHSD) will receive electronic bids from contractors holding a type “B” license, on the following: Bid #2223-05 – DSA #04-121771 - Baseball Bleacher Project at Fallbrook High School. This scope of work is estimated to be between $400,000.00 - $450,000.00 and includes the demolition and removal of existing baseball bleachers that no longer meet ADA accessibility code requirements. This project would ensure that the new bleachers are ADA compliant. There will also be some minor site accessibility upgrades to the adjacent sidewalk, asphalt crosswalk, and curb ramps. The existing concrete bleachers would be replaced by cast-in-place concrete bleachers that would seat approximately 186 spectators including accessible seating and other associated improvements per bidding documents.
