Proposed Changes to the FUHSD 2013-2014 and 2014-2015 Instructional Calendars Discussed by Board of Trustees

Over the last several years there has been an effort by the Fallbrook Union High School Board of Trustees to approve calendars for more than one year so that students, parents, and staff can plan accordingly.

Subsequent to the May 2011 approval of the 2012-13 and 2013-14 instructional calendars by the Board, discussions have taken place at various district meetings regarding an instructional calendar with first semester ending prior to winter break. A review of calendars from neighboring districts shows that Escondido Union High, San Marcos Unified, Temecula Valley Unified, and Vista Unified School Districts all have finals prior to winter break and Oceanside Unified School District is planning to move to this model in the 2013-2014 school year.

As a result of these meetings and review of calendars from neighboring districts, the FUHSD Administration is recommending instructional calendars that have first semester final exams prior to winter break. The rationale is as follows:

• More time to learn content before AP and CAHSEE exams, increasing students’ chances for success

• Increased separation between STAR & AP exams placing importance on assessment performance

• Calendar more aligned to college/community college providing the ability for students to enroll in college/community college summer school courses and helps support a college going culture

• Calendar more aligned to college/community college providing the ability for mid-year graduates to enroll in college/community college courses in second semester

• Allows for timely submission of 1st semester grades to colleges for admissions decisions

• Earlier school year end date enables students to better compete for summer jobs

• Places first semester final exams in closer proximity (time wise) to the classroom instruction/learning

• Eliminates the need for review time immediately after winter break in preparation for upcoming final exams

• Finals before winter break provides students with the opportunity for a true break

The attached 2013-2014 and 2014-2015 instructional calendars, with first semester finals prior to winter break, were presented to the FUHSD Board of Trustees for review and discussion on April 16, 2012. The calendars will be presented to the Board again at its May 14, 2012 meeting, and will be submitted for board approval on June 11, 2012.

Parents and community members are encouraged to attend these board meetings in order to express their thoughts and insights regarding the proposed changes.

Questions regarding the proposed changes to the Instructional Calendars may be addressed to Mr. James Yahr, Assistant Superintendent of Educational Services.

The No Child Left Behind Act (NCLB) of 2001 requires the California Department of Education to annually review the student academic performance in English Language Arts (ELA) and Mathematics of each school district that receives funds under NCLB Title I. Using student performance data, a district is identified as a Program Improvement (PI) LEA if yearly student performance goals, known as Adequate Yearly Progress (AYP) are not met for two consecutive years.

The 2011 Adequate Yearly Progress Report shows that the district was successful in meeting all 22 of 22 AYP criteria and, therefore, made AYP. However, Fallbrook Union High School District remains in Program Improvement (PI) Year 3 status because it takes two (2) consecutive years of making AYP to exit PI.

Please read attached letter for more information.
